around 8802 children. and again, these children are overrepresented in the system. why did i do the book? again, i have been concerned at the time i wrote the book, and i m still concerned about the overrepresentation of children of color in the child welfare system. not only do they come in the system at higher rates, they tend to receive a poor quality of services. oncethey are in the system . and they definitely exit the system as slower rates. these are some issues that continue to concern me today. let s start by talking about how children come into the system. there is usually an allegation of child abuse or neglect. and a call comes in two cps and when i say cbs, that stands for child protective services. i ll give you an example. a neighbor might call and say merry my neighbor left the children alone for the past three days. the children have been in the home, i m not sure if they are being fed but i haven t seen her in three days. and this call comes in to ch
