AMHERST An Amherst developer proposing a new five-story, mixed-use building at the northern end of downtown anticipates resuming construction on a similar project on Spring Street in 2021, more than a year after work was halted on that development.
During the initial May 5 Planning Board hearing on the latest downtown project proposed by Archipelago Investments, LLC, a 55-apartment building to be known as 11 East Pleasant, principal Kyle Wilson told planners that the 26 Spring St. project will start up again later this year. The latter project includes 58 apartments.  ....

AMHERST – The Planning Board’s Zoning Subcommittee – on the verge of being disbanded last summer – is slated to play a central role vetting a package of Town Council-recommended zoning amendments.
The Planning Board recently began discussing the Amherst Town Council proposals -– and the zoning subcommittee is scheduled to dig into them in earnest at their next meeting on Tuesday, along with members of the full board, during the remote meeting that begins at 5 p.m.
The meeting agenda includes reviewing a list of zoning priorities voted by the Town Council on Jan. 4 and work plan to meet the Town Council’s schedule, discussing next steps on approach to research, analysis of impacts and drafting of zoning amendments and supporting documents. ....

Amherst Planning Board delays action on Town Council subcommittee’s proposed zoning changes

AMHERST – The Planning Board appeared on verge of moving ahead with zoning amendments proposed by a Town Council subcommittee, but the board’s chairman, Jack Jemsek, announced no action would be taken after several residents objected to the amendments that includes a 40-R “smart growth” overlay district proposed for downtown.
Only one of the seven planning board members objected to the zoning proposals at Wednesday’s meeting, Janet McGowan.
The chairman said the idea presented by the council’s Community Resources Committee [CRC] would be reviewed again, during a meeting likely to be scheduled in January. The CRC is chaired by Council Vice President Mandi Jo Hanneke. ....
