Even with the frigid freezing air chill i have on a sweater. A layer dress and im not cold at all. Gino neil remains determined to sleep on the street. Many adamant they will not stay in city shelters despite governor comos mandate they be brought to shelters when temperatures dip blow freezing. Heavens no. Why not . Theyre dirty.
