Senate raises PIB harmonisation panel with Reps, opposition continues

The President of the Senate, Ahmad Lawan, on Tuesday, constituted a seven-member committee to harmonise the different versions of the Petroleum Industry Bill, passed by both chambers of the National Assembly last week.
The Speaker of the House of Representatives, Femi Gbajabiamila, also on Tuesday constituted a conference committee to harmonise the PIB with the Sanate.
Lawan, at the plenary said the Senate Leader, Yahaya Abdullahi (APC, Kebbi North), would lead the conference committee.
He listed other members of the panel to include, senators Sabo Nakudu (Jigawa North East), Albert Bassey (Akwa Ibom), Danjuma Goje (Gombe), Opeyemi Bamidele (Ekiti Central), Stella Oduah ( Anambra), and Gabriel Suswan (Benue). ....

Buhari Won't Delay Assent to PIB, Says Osinbajo

Vice President Yemi Osinbajo (SAN) yesterday assured Nigerians that President Muhammadu Buhari will not waste time before signing the Petroleum Industry Bill (PIB), which has just been passed by the National Assembly.
Osinbajo, while declaring open the 20th Nigeria Oil and Gas (NOG) Conference and Exhibition in Abuja described the passage of the legislation as a “feat,” noting that he was not unmindful of the challenges faced by operators in the oil and gas sector.
Osinbajo, represented by the Minister of State for Petroleum Resources, Mr. Timipre Sylva, said the global lockdown triggered by the COVID-19 pandemic had pushed the industry into a state of major economic crisis and further amplified the global clamour for cleaner and more sustainable renewable energy. ....

Reps consider establishing trust fund for N-Power, cash transfer, school feeding programmes

The bill considered at Tuesday’s plenary session was sponsored by 12 lawmakers.
Among the initiatives covered under the proposed fund include N-Power, conditional cash transfer (CCT), homegrown school feeding as well as government enterprise and empowerment programme (GEEP).
The programmes were part of what the Buhari administration set up under the national social investments programmes (NSIP) to tackle poverty and unemployment in Nigeria.

The new bill seeks to establish a trust fund “with effective governing board and management team to administer and co-ordinate the implementation of the social investment programmes.”
Mansur Soro, the lead sponsor who is from Bauchi state, said it will create a legal institutional framework which will improve the efficiency of the programmes. ....
