Jan A.G.M. VAN DIJK is professor of communication science at the University of Twente, the Netherlands, Department of Communication. His chair is called The Sociology of the Information Society. He is investigating the social aspects of information and communication technology since 1985. He is Chair of the Center for eGovernment Studies. Holger HESTERMEYER is a Professor of Law at King s College London and a Senior Research Affiliate of the Max-Planck-Institute for Comparative Public Law and International Law at Heidelberg. His expertise is in international law, EU law and comparative public law. He has served as Specialist Adviser to the EU Select Committee and the EU External Affairs Sub-Committee of the House of Lords, as co-Vice-President of the Society of International Economic Law and co-director of the Red Latinoamericana de Derecho Económico Internacional.
