WINOOSKI - The Onion City s bustling O Brien Community Center, a former shopping center sitting at the far end of a wide expanse of parking, is unlikely to ever achieve landmark status. For better or worse, a new building proposed along Malletts Bay Avenue would obscure a motorist s view of the center  but would greatly enliven the neighborhood, city planners say. Blueprints for Butternut Station, as the new development is called, show that a three-story structure and an underground garage would replace a hefty portion of the existing parking lot. The project could begin this summer, according to Champlain Housing Trust, and wind up a year from now.
