在丹东内部文件中的第5条“打击处理”中，记录了丹东当时大抓捕的血雨腥风，文件明确说明迫害是以“公安机关为主力”。
文件称，丹东为贯彻“保持高压态势”的迫害指示，先后进行了代号为“灭鼠”“断血”“净网”的专项打压行动。还设立悬赏制度鼓励举报，发动群众斗群众。丹东各级检察院、法庭配合对法轮功学员进行非法审判。2002年5月5日，丹东市还在辽宁省率先召开文革式的所谓“公判大会”。
文件还显示，丹东到1999年9月份，全地区出动党政官员和警察5,600余人次。（见图4）
