　　山东是能源生产和消费大省，长期以来，受能源资源禀赋和偏重产业结构影响，煤炭消费量占能源消费总量的比重、煤电发电量占全社会用电量的比重“两高”问题突出。为破解这一“心肺之患”，省能源主管部门坚持问题导向，围绕省委、省政府能源结构调整目标，把“外电入鲁”作为推动全省能源结构调优的重要手段，加快输电通道及配套电源基地规划建设，持续提高省外来电规模，特别是可再生能源电量比例，全力为山东能源结构“降压减负”。
　　“自‘外电入鲁’战略实施以来，山东坚持高效利用存量和高质发展增量并重，统筹省外能源引进和省内产需衔接，加快推进重点工程建设，提高省外来电接纳能力，预计今年接纳省外电量将达到1200亿千瓦时以上， ....
