County commissioners and the Budget Committee agreed to a $23.3 million spending plan after making cuts to a proposal that drew ire from municipal officials.
The Kennebec County Budget Committee shaved some spending, identified additional revenue and reduced what will have to be raised through property taxes.
Costs are going up, county officials said, and revenue that has been used in the past to offset spending is no longer available, meaning residents will have to make up the difference.
