2016年，家住湖南澧县梦溪镇的谭恢栋，被非法判刑三年半，送到湖南网岭监狱。在监狱期间，因拒绝所谓“转化”放弃修炼法轮功，他长期遭辱骂、殴打，关禁闭。美国国务院2017年度人权报告，提到法轮功学员受中共系统性酷刑迫害，比其它群体更严重。
2018年，谭恢栋冤狱期满时，已不会说话，大小便失禁，不能站，不能坐，就剩一口气。
当时，澧县政法委副书记熊文华说：没“转化”就不接回澧县。谭恢栋又被非法超期关押半年。
此后，网岭监狱警察怕谭恢栋死在监狱里，多次催促下，澧县相关人员才于2019年11月将他接回本地。
2016年，刘爱民又将谭恢栋带到常德市医院体检，随后将谭劫持到位于湖南省攸县的网岭监狱。
