Spending caps are for next year. Theres still a lot of work to be done when it comes to appropriations and how theyll reconcile that number and what it means for nondefense spending, theres another 170 billion in money that goes to operations in iraq and afghanistan. Thats been a point of contention for lawmakers for several years, too.
