Ministry picks spot for HSR station in Yilan

A site 350m south of the Yilan County Hall has been assessed and found to be the optimal location for a proposed high-speed rail (HSR) station, Minister of Transportation and Communications Wang Kwo-tsai (王國材) said yesterday.
“We’ve received positive feedback from everyone on this proposal, including from Premier Su Tseng-chang (蘇貞昌),” Wang said.
Work on the project is expected to begin in 2025 and be completed by 2036, he added.
The Ministry of Transportation and Communications proposed the site as a fifth option during an information session on Nov. 17, saying that the rail line would bypass downtown Yilan.

Taipei is first to use ordinance to ban e-cigarettes

The Taipei City Government on Wednesday became the nation’s first local government to pass a jurisdiction-wide ban on e-cigarettes via a self-government ordinance.
If the Executive Yuan ratifies the measure, the city would impose a broad-ranging prohibition on the sale, advertisement, display and commercial transportation of novel tobacco products, including vaping devices and heated tobacco units.
Additionally, vaping and using heated tobacco products is to be banned in a 50m zone around schools.
Businesses that breach the proposed regulation are to be fined NT$2,000 to NT$10,000, while those who use novel tobacco devices in a prohibited zone are to face the same fines ....

Puyuma Express driver ruled responsible

The conductor deemed responsible for the fatal 2018 derailment of a Puyuma Express train was yesterday sentenced to four years and six months in prison for negligent homicide, while two Taiwan Railways Administration (TRA) officials were found not guilty.
The Yilan District Court determined that the cause of the crash on Oct. 21, 2018, which killed 18 people and injured 200, was the direct result of conductor Yu Chen-chung (尤振仲) turning off the automatic train protection (ATP) system after mistakenly attributing it to power failures originating from the air compression system.
