DHS stated that they perceive this program as a tool that can be used “to strengthen and grow our nation’s economy through increased capital spending, innovation, and job creation.” The proposed regulation creating the International Entrepreneur Parole program was published in January 2017 at the tail-end of the Obama administration, and was scheduled to take effect in July 2017.
