But Stephen Carey, licensee of the Jolly Friar, in Whitmore Way, in Basildon hit out at the Government. He said: “We are concerned about the impact and making ends meet and paying bills. “I think it will be a concern for everyone. A lot of businesses will struggle to open and it’s going to be tough times. “I wonder if the powers that be want businesses like ours to be open. It feels like we are being victimised. “I think they would like to see pubs shut.
