We all want competition, but what we want to have really is an environment, and, in fact, the digital revolution is enabling more competition. Thats why we have these, we have cable and wireless and fiber and all of these things are part of the digital revolution. But ultimately in a new act what would like to have, in my view, would be a standard that ties the regulatory activity of the agency closely to an analysis of the competitive marketplace. And then only if theres a market failure or consumer harm, and i recognize that if theres consumer harm theres a place for regulation. Im not, like mr. Cicconi, im not advocating no regulation.
