anger and some encouragement. peggy fox tells us how the proposal is offering hope to some educators in high immigrant d.c. area communities. reporter: virginia education secretary anne holton is here at highland valley elementary school celebrating a success. the school has pulled out of warning status for accreditation. we re proud of those results and it s been through a lot of hard work in the last several years. reporter: haidl valley elementary has more children in poverty than any other fairfax county school. for more than 84% of the students here, their first language is spanish. it s so exciting to see a school dealing with the challenges, very high free and reduced lunch and english language learners and yet doing phenomenal work. reporter: but 20 other fairfax county schools are still struggling failing to meet accreditation. 92% of the children here are on free and reduced lunch which is an indicator of poverty status. immigration attorneys are hopeful
