VIRGINIA BEACH, Va. One week after a string of deadly oceanfront shootings, concerned citizens in Virginia Beach are calling for change.

VIRGINIA BEACH, Va. - A federal judge ruled that Virginia Beach’s election method is illegal and cannot be enforced in the future.
According to court documents, United States District Judge Raymond Jackson rules that the city s at-large voting system denies Hispanics, African Americans, and Asians equal access to the electoral and political process in violation of section two of the Voting Rights Act. ....

Judge Rules Virginia Beach Election System Violates Voting Rights Act
Details
 A federal judge ruled the election system in Virginia Beach is illegal under the Voting Rights Act.
Virginia Beach residents Latasha Holloway and George Allen, who are both Black, filed a lawsuit in 2017, arguing that the city’s election process dilutes minority votes.
Seven of the city’s 11 council members represent, and must live in, specific districts, but voters throughout the city get to vote in all of these races. 
U.S. District Judge Raymond A. Jackson said Virginia Beach cannot use this system in any future elections. In the 135-page order, he said the city cannot adopt any other policies or procedures that dilute minority participation in the electoral process.       ....

RICHMOND, Va. (CN) Virginia on Wednesday became the first state in the South to enact its own voting rights law, which, among other reforms, advances a takedown of discriminatory at-large electoral systems.
The Voting Rights Act of Virginia, signed into law by Democratic Governor Ralph Northam on Wednesday, prohibits “any state or local policy from denying or restricting the right to vote of any Virginian simply because of their race, color, or membership in a language minority group.” ....
