全方位覓地/倡設土地債券釋放新界地建屋

　　香港早年的新市鎮發展，由開始規劃到首批住戶遷入，平均需時7.5年，但近年的新發展區要長達17年才做到。團結香港基金認為，新界發展涉及大量私人用地，政府應善用市場力量，提供合適的機制與誘因，例如由政府發行「土地債券」，鼓勵業權人交還閒置土地；或參考外國廣泛應用的「土地重整」機制，促進公私營合作發展。

　　團結香港基金研究員許雅婷解釋，「土地債券」是由政府以地債代替現金賠償，換取土地業權人手上的土地，以便整合發展作可隨時用於建屋或其他用途的熟地。待發展完成後，業權人可用現金及地債購買熟地，地債亦可在二手市場進行交易。此外，業權人亦可� ....
