Approximately 90 of the western u. S. Is currently experiencing some degree of moderate to severe drought. Water has always been a limited resource in the west. We have got this old saying in arizona that whiskey is for drinking and water is for fighting. By the turn of the 19th century, as westward expansion took hold, a complex framework of case law and interstate water compacts allocated and in some cases overallocated surface Water Supplies. Congress later established the bureau of reclamation to reclaim and maximize surface water in the west.
