The Carlsbad City Council met Tuesday and approved a zoning change so that 192 multifamily residential apartments can be built southwest of Palomar Airport Road and Palomar Oaks Way. The council also approved a tentative tract map and site plan for a nine-unit condominium project at 2690 Roosevelt St. The council discussed an appeal by Taylor Made and Callaway golf companies of the business license tax collector’s decisions that they had underpaid their taxes. The council agreed to grant part of the tax relief they requested by asking the collector to apply an apportionment formula to tax years ending in 2019 or later. The council also requested that adjustments be made to other businesses affected by the business license tax and penalties before Jan. 16, 2019. Staff was asked to bring back a study of the city’s business license tax ordinance and the apportionment formula. The Poway City Council will be asked to review the draft update of Poway’s housing element, as well as receive an update on the Los Peñasquitos Lagoon Restoration Project during its meeting at 7 p.m. Tuesday.
The housing element is part of the city’s general plan and the update is required by state law, said Bob Manis, director of development services. This is an early draft and will be revised based on public input and council direction. ....

The Carlsbad City Council met in closed session Tuesday to discuss litigation. In open session, the council discussed the county health guidelines for the COVID-19 pandemic and how to enforce them. The council agreed to reach out to other local, state and national organizations to find a way to increase compliance with the public health orders. The council approved additional steps including working with the business community to better understand barriers and finding ways to help businesses continue to operate; and working with volunteer groups to help compliance efforts. The council directed staff to find ways to reward businesses that are complying with the health orders. The council also approved changes that made more businesses eligible for COVID-19 business loan programs. ....
