Legislators in North Dakota have argued one way or the other this session, on whether bills would affect individual or social rights, for better or worse. Affordable health care is an area where the legislature felt that while some bills may be beneficial, they could infringe on personal rights. Two health care bills that failed include a paid family leave study and an affordable insulin bill.

Jeremy Turley / Forum News Service BISMARCK North Dakota Gov. Doug Burgum vetoed his first bill of the session on Wednesday, March 31, citing legal concerns. House Bill 1378 would allow the Legislature to consider bills and conduct other official business in December of even-numbered years just before the biennial legislative session. The Legislature meets then to hold its organizational session, but normal legislative business has to wait until January. The bill, sponsored by Fargo Republican Rep. Andrew Marschall, passed the House of Representatives by a 57-36 vote and the Senate by a 41-6 vote.
