AFTER LISTENING to Tuesday’s meeting, it appears that the Lowell City Council and Norma von Fricken have more in common than meets the eye. Yet, only the latter is sanctioned for her rule breaking by a body that routinely ignores its own rules of order.
The Select Board voted 3-2 Monday evening to approve the preliminary plan for the town center redesign project, setting it up for a vote at the fall Town Meeting in October.
