Panelo to DoTr officials: Shape up or ship out The Manila Times © Provided by The Manila Times Chief Presidential Legal Counsel Salvador Panelo slammed Transportation Secretary Arthur Tugade and other officials of the Department of Transportation (DoTr) for their inaction in the controversy over the Motor Vehicle Inspection System (MVIS). Panelo, in his commentary show “Counterpoint,” said Tugade should have addressed problems arising from new policies being implemented by the DoTr’s attached agencies at his level so as not to burden President Rodrigo Duterte. He admonished transportation officials to shape up or ship out. “Pwede ba ayusin ninyo? You better shape up or ship out. Dadagdag pa kayo sa problema ni Presidente (Can you do better? You better shape up or ship out. You’re an added burden to the President),” he said.
