Palestinians who live on the West Bank are subjected to daily humiliations and frustrations under Israeli occupation. Their dreams of statehood have been deferred again and again.
But in the Middle East, things are often more complicated than they seem. In a recent letter to the Gazette, Katharine Baker and six others say they are “appalled at Israel’s behavior in not distributing COVID-19 vaccines to Palestinians living in the occupied territories of Gaza and the West Bank .”
Under the Geneva Convention, an occupying power is responsible for vaccinating residents of areas under its control. But under the 1993 Oslo accords, it is the Palestinian Authority that has the responsibility to maintain international vaccination standards on the West Bank. Two officials at the P.A. Ministry of Health have said that they have not asked Israel to supply Palestinians with the vaccine. ....
