The LOCs are issued pursuant to a series of circulars or OMs with the first such circular issued on October 27, 2010. Periodically, these circulars/OMs are amended.

Bombay High Court said that it seems that Maharashtra minister Nawab Malik has "wilfully breached" his undertaking on not making any public statements against Narcotics Control Bureau's Mumbai chief Sameer Wankhede and his family members.
While hearing the appeal last week, a division bench of Justices S.J. Kathawalla and Milind Jadhav held that Malik's statements and tweets against Wankhede seemed to be a case of malice.
