A teen formerly of Carpentersville is facing drugs and gun charges after police surveilling him said he tried to flush drugs in the toilet, had a stolen vehicle and a gun.
When St. Charles police officers arrived at the scene, they observed Panagiotis Koutroumbis dragging another man out of the apartment who had been shot in the chest.
