pg&e turns off because of the dangerous winds headed for our region. we begin with an urging warning from authorities, the winds could gust 80 miles an hour. i am andre senior. i am alayna gomez. firefighters worked to get the upper hand on the kincade fire, it is burning out of control. the latest numbers, cal fire said it has burned nearly 26,000 acres and the fire is only 11 % contained. authorities say 77 structures have been destroyed, that includes 31 homes. the spike in the number of people forced to leave their homes or businesses. earlier today, 44,000 people were under evacuation orders which affected the residents of windsor and healdsburg. mark essex said another 100,000 people under the evacuation order, that brings the total ,0 people in these communities are ordered to leave. we have team coverage of the fire. tonight wind event, meteorologist, mark tamayo monitoring the conditions. we go live to an evacuation shelter. greg talked to thousands of people

at st. vincent de paul community center. that will be open as long as they are displaced. reporter: it was supposed to be 30,000 square feet with up to 196 multi-family units from studios to two bedrooms. this brings to mind other apartment fires. arson investigators are on the case, no cause yet. it s way to early to make conclusions about this fire. but that issue is one that concerns us. reporter: the mayor says she is concerned and is going to make sure that any future apartment construction projects here in the city have sufficient cameras and security crews and she is also asking oakland residents, veronica, to make sure that if there s one going up across the street to be on the lookout to make sure it doesn t happen again. on that note, does the developer at this burned-out construction site even plan to rebuild? reporter: yes. we talked to council member gibson-mcelhaney that they are going to rebuild. the plan is to put it back the way it was after the f
up and protected them. even as late as this afternoon, fire crews were still dousing hot spots. for all the carnage at the site, no deaths, no injuries. this is not a ghost ship story thankfully. reporter: so this building was set to be about 200 apartment units. oakland city council member mcelhaney says once they review the foundation and make sure it s stable, they will rebuild thank you. our kpix 5 crews rushed to the scene and were there at the height of the fire all morning long. the flames were raging right behind our reporters and photographers for hours as fear crews worked to get them under control. kpix 5 s katie nielsen tells us what it was like. reporter: we got to the scene about 5:00 this morning and from where we were standing right here, the heat from the fire was so intense, it felt like a blast furnace. ash was everywhere. as we said, neighbors will be kept out of their homes until that crane comes down. the red cross has just opened this shelt
