In a June 30 ruling, a three-judge panel found that the dismissal of the officer, Lt. Andre Hill, was “harsh” but “within a range of reasonable discipline.” Hill was one of a number of officers in several Bay Area law enforcement agencies who exchanged sexually explicit messages or had sex with the teen, then known as Celeste Guap. The former Richmond police chief and an administrative law judge recommended demoting or suspending Hill, but former Richmond city manager Bill Lindsay fired him in ....

James / The Chronicle The California Supreme Court, in a Bay Area case, has agreed to decide a question of students’ rights that has remained unsettled for more than 60 years: whether public schools can be sued for damages under a state anti-discrimination law. The Unruh Civil Rights Act was sponsored in 1959 by future Assembly Speaker Jesse Unruh and was a forerunner of similar laws in other states. It applies to businesses that serve the public and allows suits for discrimination based on race, sex, religion, disability and other grounds that have been added over the years, including sexual orientation and immigration status. ....
