Instead, the ways and means panel chaired by Albay Rep. Joey Sarte-Salceda agreed to impose tax on hazard pay amount in excess of a P90,000 cap. The committee approved the still unnumbered version of a consolidated bill lifted from legislative proposals filed by Reps. Rufus Rodriguez (CDI, Cagayan de Oro City) and Ruwel Peter Gonzaga (PDP-Laban, Davao de Oro).

December 21, 2020 Villanueva: Senators urge resumption of probe into senseless killing of citizens, including mother-and-son shot dead by police in Tarlac The senseless killing of a woman and her son by a police officer highlights the prevailing culture of impunity among law enforcement agencies that should never be allowed to persist, senators said on Monday. Senator Joel Villanueva said he and several senators have sought a public inquiry into the spate of unresolved, unlawful killings of citizens, including doctors, lawyers, journalists, and other advocates in different parts of the country, to break the cycle of violence perpetuated by the culture of impunity.

  The measure, Senate Resolution No. 600, seeks to identify the gaps in law enforcement, attain justice for the victims, and break the culture of impunity in the country especially among law enforcement agencies.   The filing of the measure comes on the heels of the cold-blooded murder of a mother and son by a police official in Paniqui, Tarlac last Sunday afternoon.   Angara, Nancy Binay, Grace Poe, Sherwin Gatchalian and Senate Majority Leader Juan Miguel Zubiri.   The senators stressed the necessity to conduct a Senate probe, noting that in a span of six months from July to December of this year 2020, at least 15 persons consisting of doctors, lawyers, journalists and other members of the community were unlawfully killed.
