Several Los Angeles police officers broke department policy when they grappled with and used a stun gun on Keenan Anderson, the Police Commission ruled Tuesday.
The LA Board of Police Commissioners determined some of the actions of two LAPD officers violated department policy in the Jan. 3 incident that preceded Keenan Anderson's death.
