Senate Bill 355, legislation that promotes and enhances public access to the performance records of public employees, is generating significant resistance from various state organizations that have several things in common they are all union related and they are determined to continue operating without public scrutiny.
The Government Transparency Act of 2021, championed by Sen. Norman Sanderson, R-Craven, has generated a major letter writing and phone campaign to state senators demanding that they vote against the act when it is brought to floor this coming week, just days before the deadline closes for the consideration of all new legislation.
This aggressive opposition raises several questions. What is there to hide? And, why should the employers, N.C. taxpayers, be denied access to the performance records of their employees? ....

RALEIGH, N.C. (AP) Legislation requiring that more details about the personnel history of North Carolina state and local government employees be accessible to the media and the public was retooled on Wednesday by a Senate committee to address privacy concerns and vindictive bosses.
The bill was voted out by the Senate judiciary panel a week after a previous version was approved by the same committee. Bill sponsor Sen. Norm Sanderson, a Pamlico County Republican, said it made sense to make changes now, rather than on the Senate floor, that respond to worries by colleagues and a state workers group. ....

SB 355 would give greater access personnel files of government employees


A bill filed last month in the North Carolina Legislature that would allow the public greater access to the personnel files of state and local government employees  including teachers, law enforcement and city and county workers moved one step closer to passage this week.
Senate Bill 355, which would grant public access to information concerning terminations, suspensions and other disciplinary actions, passed the Senate Judiciary Committee on April 27 and now heads to the Rules Committee.
SB 355 applies to each department, agency, institution, commission and bureau of the state, including board of trustees, board of education, county employees, city employees, and authority employees as well as the University of North Carolina System. ....

RALEIGH, N.C. (AP) More details about why North Carolina state and local government employees and educators were demoted, suspended or transferred would be made public under legislation that cleared a Senate committee on Tuesday.
The measure, backed by the North Carolina Press Association, advanced through the committee by a voice vote. Members from both parties questioned whether worker privacy would be violated and employees opened up to underhanded allegations by supervisors.
The bill sponsor said some concerns would be addressed should it reach the Senate floor. But they don t change the need for making more details in personnel records available for public review, GOP Sen. Norm Sanderson of Pamlico County said. ....
