The Philippine Bar Association this week said it is concerned that certain courts have become “warrant factories”. While the country’s largest voluntary lawyers’ group did not specify the particular courts, its statement indirectly referred to the mass arrest on Human Rights Day of six labor organizers and a journalist.
Press reports said Executive Judge Cecilyn Burgos Villavert of the Quezon City Regional Trial Court Branch 89 issued the warrants against labor organizers Dennise Velasco, Rodrigo Esparago, Romina Astudillo, Mark Ryan Cruz, Joel Demate, and Jaymie Gregorio Jr., and journalist Lady Ann Salem.
They were arrested on December 10, in separate police operations where law enforcers searched their homes and claimed to have found bombs and explosives. ....

PBA airs concern over courts becoming warrant factories

The Philippine Bar Association (PBA) has expressed concern over judges becoming “warrant factories” amid the spate of arrests against persons who have alleged links with communist groups.
“The Philippine Bar Association, the oldest voluntary national organization of lawyers in the Philippines established in 1891, expresses its concerns that certain courts are reportedly turning into ‘warrant factories.’ Public reports create the impression that one particular court is single-handedly responsible for issuing tens of search warrants targeting a particular group of citizens,” the PBA said in a statement Thursday.
PBA issued the statement after human rights and progressive groups have asked the Supreme Court (SC) to investigate Quezon City Executive Judge Cecilyn Burgos-Villavert who has been issuing search warrants to law enforcement that have resulted to the arrests of numerous activists who have been red tagged or suspect ....

Metro Manila (CNN Philippines, December 16) The Makabayan bloc in the House of Representatives has filed a resolution which seeks to look into the irregular issuance of search warrants that resulted in the arrests and filing of trumped-up charges against red-tagged activists and members of progressive organizations.
The coalition on Tuesday filed House Resolution 1427 urging the House Justice Committee to conduct an investigation, in aid of legislation, on the warrants issued by Quezon City Regional Trial Court Judge Cecilyn Burgos-Villavert against activists.
According to the resolution, it was Burgos-Villavert who authorized the conduct of raids in various offices of some progressive groups in Tondo and Paco, Manila and in Bacolod last year. The activists from Bayan Muna, Gabriela, Kadamay, Manila Workers Unity, and the National Federat ....
