One of the implications of this is higher wages. there s not only the sound of paul ryan we played talking about this. there is a heritage report from the john mccain health care plan under the section of breaking job lock. under the mccain plan, which links tax breaks directly to individuals instead of their place of work, individuals would no longer feel obligated to stay with their employers. that s what the affordable health care act does. to talk about this politically, i think the thinking yesterday was, this is going to be a huge liability for democrats, and it could be. it also shows, again, hypocracy. ....
Sort of free stuff from taxpayers. what s happening is that people are both reducing the number of hours that they are going to work, so they are going to go from full time to part-time workers and there are going to be some people who are going to leave the labor force entirely. maybe they are retiring early, things like that, but the cbo report points out most people are going to be staying in the labor force, just the number of hours they are going to be working is going to be reduced to the equivalent of that 2.3 million figure that you re saying. that s what s actually happening here. if they can do less but still have health care, they are going to do that and that makes sense. basically all of us do that, for instance, when we buy food. igor, talk to me about the labor supply that we re talking about, plus something called job lock and i want to share something john mccain said, job lock reduces opportunities for american workers because they often pass up new jobs for fear of ....
And i ve said it before, nobody knows how it will play out. conservatives like myself think it will be bad for the country. but you don t know. but some progressives think it will be good. there s also, sam stein, another way to look at this headline, and see that it could be a tad bit misleading. yeah. i mean, i don t dispute anything that s been said on the panel at all. no? i think it s politically problematic from a headline political ad standpoint. if you step back and you look at the issue, what essentially they re saying is the employee will have more personal choices and freedoms going forward because of the affordable health care act than the employer. and by that, they say you can eliminate what s known as job lock. in 2008, harvard university estimated there were about 11 million people in this country that would like to leave their jobs but were afraid to do so, because they were worried about health care coverage, that would come with being on the market. and ....
that s really one of the great ironies how republicans are framing this. the truth is, obamacare is finally giving conservative and republicans what they ve always asked for, which is giving people more freedom, more flexibility so that your insurance isn t just tied to your job, it s portable, you can take it anywhere you want. in fact, paul ryan said in october of 2009 that he wants to eliminate this job lock to make sure people can, as suzy said, retire early or as a lot of social conservatives say, so that mothers and fathers can leave the workforce and raise a family if they want. so this is about really making sure that people who want to work can work, but people who feel like they don t, like they want to retire early or they want to raise a family, can do that as well and you re not working just for that health care coverage. all right. i want to move on to the second key issue, that is the deficit. the cbo report projecting that the federal deficit will fall to ....
