叶成，男，一九六三年四月十二日出生，曾任锦州市太和区政法委书记，大约在二零一二年调至义县公安局任局长，二零一七年起任锦州市公安局特警支队支队长。二零二一年五月份，叶成被调到锦州凌海市，任凌海市公安局局长。
多年来，叶成追随江氏流氓集团，积极参与迫害法轮功学员，特别在恶警王立军任锦州市公安局局长期间，叶成迫害法轮功学员非常卖力，包括在幕后策划、指挥对锦州市法轮功学员的迫害。
叶成担任太和区政法委书记之职期间，采用长期跟踪、蹲坑、手机定位、秘密录像等卑鄙手段，大肆抓捕、迫害法轮功学员。仅二零零八年二月二十五日和二零零九年四月十七日，锦州地区就有一百多名法轮功学员被绑架、抄家，数十人被劳教、判刑，其中项英、刘凤梅、宋亚平被非法重判长达十年以上，且刘凤梅已经被� ....
