Portland plan to stem bloody shooting surge will take effect slowly while rampant gun violence persists

× By Shane Dixon Kavanaugh, oregonlive.com Published: April 28, 2021, 7:59am Share: PORTLAND Three weeks after the Portland City Council approved a sweeping $6 million plan to combat an historic surge in gun violence, most of its core components have been slow to materialize. There is no firm date for when a reestablished police team tasked with stopping shootings will hit the streets. The community oversight committee that will eventually monitor and review those officers may not come together for at least another month. The city has yet to cut a check from the $4.1 million set aside for nonprofits focused on gun violence prevention and healing, and only plans to dole out about 5% of that money by July 1.

911 caller reported man doing quick-draws with gun in Lents Park leading up to fatal shooting by Portland police Updated 8:10 PM; Facebook Share A 911 caller reported that a man in Lents Park was “acting like James Bond” and “like a cowboy” by doing quick-draws with a gun but not pointing it at anybody, responding Portland police Officer Zachary DeLong told dispatchers. Only minutes later, DeLong shot and killed Robert Douglas Delgado, 46, according to a timeline and a dispatch recording released Monday by police of the fatal shooting last Friday. Portland officer who fatally shot man in SE Portland is 8-year Police Bureau member, former Army Ranger Updated 7:46 AM; Facebook Share Portland police on Saturday identified the officer who shot and killed a man in Lents Park on Friday as Zachary DeLong, who has worked for the Portland Police Bureau for eight years. Two sources with direct knowledge of the investigation said DeLong shot Robert Douglas Delgado, 46, after Delgado drew what appeared to be a firearm. The sources said investigators recovered an orange-tipped replica firearm at the scene in Southeast Portland. DeLong was put on administrative leave, which is standard practice after police shootings.
