This was after Manila 6th District representative and House Deputy Speaker Bienvenido “Benny” Abante Jr. opposed the inclusion of gender identity in the “protected attributes” of the anti-discrimination measure that they are crafting.
Abante, one of the authors of the bill, said it would be a “redundancy” as gender, sexual orientation, gender expression and sex characteristics have already been included as among those protected under the bill.
“We have already made a lot of compromises, a lot of compromises. We have gender, we have sexual orientation, we have sex characteristics. There is no need for us to put up gender identity,” lamented the congressman, who is also a pastor. ....

At the hearing of the House Committee on Human Rights on the proposed “Comprehensive Anti-Discrimination Bill”, Atienza inquired if the bill would “surreptitiously” allow same-sex marriage in the Philippines.
The panel was then discussing the denial of rights to employment as an act of discrimination to be prohibited and penalized if the bill is passed signed into law.
Under this provision, it shall be prohibited to “deny an application for or revoke a professional license issued by the government” on the basis of the protected attributes enumerated in the bill, which includes sex, gender, sexual orientation, gender identity and expression. ....

Metro Manila (CNN Philippines, March 2) The House of Representatives on Tuesday approved a bill that amends the Comprehensive Dangerous Drugs Act despite contested provisions seeking to establish when a person can be presumed to have committed drug-related offenses.
Voting 188-11 with nine abstentions, lawmakers passed on third and final reading House Bill 7814, aimed at strengthening the country s drug prevention and control.
Those who voted against the proposed measure explained that while they agree with some of the provisions, several sections provide legal presumptions on who can be considered an importer and seller of illegal drugs, and coddler of drug operations, among others. ....
