The council heard at a hearings meeting last week that there had not been a clear mandate from submitters about which rates increase was favourable.
Chairman Nicol Horrell said he thought there would be more submissions that would say no to a 20 per cent rates rise, and he favoured the higher option, calling it ‘’a reset”.
It had been a difficult long-term plan, and it was time for leadership, he said.
