President Joe Biden will withdraw U.S. troops from Afghanistan by Sept. 11, the 20th anniversary of the terrorist attacks that precipitated the American invasion that ousted the country’s Taliban leadership, according to people familiar with the plan.
Biden will speak today at 2:15 p.m. on Afghanistan from the White House, according to his daily schedule. Afterward, the president will visit section 60 of Arlington National Cemetery to pay his respects to service members lost in recent conflicts.
American forces, in conjunction with troops from NATO allies, will begin withdrawing before the end of this month, according to a senior administration official who briefed reporters yesterday. The September deadline isn’t “conditions-based” and could be completed early, the official added. ....

President Joe Biden’s next big economic package helped set off a heated debate among Republicans over whether to participate in the return of lawmakers’ dedicated-spending projects, known as earmarks, a tussle that could be key to its success.
After muscling his $1.9 trillion pandemic-relief bill through Congress without a single Republican vote, Biden is hoping to bring GOP members aboard an infrastructure package set to be a core part of his longer-term economic plan, estimated at trillions of dollars.
Speeding a complex, multi-year initiative through Capitol Hill will be largely impossible without the GOP, due to Senate rules. To make negotiations easier, Democrats rescinded a 2011 ban on so-called spending earmarks. If Republicans decide to amend party rules in coming weeks and follow suit, it could be a good sign Biden’s bill gets done. ....

President-elect Joe Biden’s cabinet picks are beginning to work through the confirmation process in the Republican-controlled Senate as transition officials and Democrats press to avoid delays in putting key people in place amid the pandemic.
Despite the still simmering rancor of the election and President Donald Trump’s refusal so far to recognize the outcome, some Senate committees are moving ahead on vetting nominees, potentially leading to some being confirmed on Inauguration Day or shortly afterward.
The Senate Finance Committee sent questionnaires Tuesday to Janet Yellen, the former Federal Reserve chair whom Biden has chosen to be Treasury secretary, and Xavier Becerra, the California attorney general tapped to run the Department of Health and Human Services, said Ashley Schapitl, a spokeswoman for ranking member Ron Wyden (D-Ore.). ....
