Jeffrey Wachter, 41, of Kirksville, was arrested at 2:01 p.m. on April 6 at 515 N. High Street, charged with felony interfering/resisting with arrest. According to a probable cause statement, police were dispatched to the area of Elm and Franklin streets in reference to Wachter being intoxicated and causing issues. Police had contact with Wachter earlier in the day at 515 N. High Street due to his wandering into traffic and yelling at people. Police transported him to his mother’s residence on South Franklin Street where he continued to wander in the road until arrested by police on a 12-hour hold. As officers went to place him under arrest, he ran away and after wrestling with officers, he continued to resist until finally handcuffed. ....
