3:52 Some members of the New York state ethics commission pressed for a subpoena to look into a controversy surrounding Governor Andrew Cuomo’s hiring of former aide Larry Schwartz as a “volunteer” COVID-19 vaccine czar. The state Attorney General is investigating whether Schwartz inappropriately tried to trade political loyalty for vaccine deliveries to some county leaders. Cuomo’s appointees to the ethics commission voted the proposal down. Schwartz, a former chief of staff to Cuomo, headed up the state’s vaccination distribution as an unpaid volunteer. Some county leaders accused Schwartz of trying to trade loyalty to the Democratic governor, who is embroiled in several scandals, for access to vaccine doses. Cuomo and Schwartz deny that occurred, but the allegations are the subject of a probe by Attorney General Tish James, as well as an impeachment inquiry by the state Assembly. ....
Gov. Andrew Cuomo may have violated state ethics laws, according to published reports, that he used his staff to help him write a book on how he managed the COVID-19 pandemic, and that he gave his family and politically connected associates priority access to coronavirus tests. But the state’s ethics commission, which has the power to investigate the allegations, has a poor track record investigating claims of corruption. Credit New York State Joint Commission on Public Ethics Reports in the New York Times, Washington Post and Albany Times Union said Cuomo used State Police and a top health department epidemiologist to provide coronavirus tests last spring to his family, including his brother, CNN host Chris Cuomo, who became ill with the virus; his mother, Matilda Cuomo; and one of his sisters. At the time, testing resources were extremely limited and thousands of New Yorkers ill or dying from the virus had no access to testing. ....

Editorial: Mr. Cuomo s new void Times Union Editorial Board FacebookTwitterEmail Photo illustration by Jeff Boyer / Times Union It speaks volumes about New York’s Joint Commission on Public Ethics that it can’t get to the bottom of an ethical breach in its own ranks. What a commentary on its investigative capability. Its independence. Its integrity. What a commentary, too, on the state of ethics in New York government. And among prosecutors in Albany and Manhattan who are looking the other way. Who’s left to look into this mess? One name comes to mind: Attorney General Letitia James. The allegations go back to 2019, when JCOPE’s board voted on whether to investigate the circumstances surrounding Joseph Percoco, a former top aide to Gov. Andrew Cuomo, who was convicted of corruption charges connected to the Buffalo Billion economic development effort. Republicans wanted JCOPE to look into whether Mr. Percoco misused state resources in continuing ....
