ALBANY - Do you know where your state budget is? Gov. Andrew Cuomo and the state Legislature blew the April 1 deadline to have an on-time budget for this fiscal year as the sides work behind closed doors to hammer out a deal in the coming days on a $200 billion spending plan. The stakes are high this year: New York was able to close most of its $15 billion budget gap over the next two years with an infusion of $12.6 billion in federal aid, but there are thorny issues still to decide. In particular, Democratic lawmakers are pushing Cuomo to raise taxes on the wealthy and on Wall Street by as much as as $7 billion a year, despite the flux of federal stimulus money that will stave off cuts to programs and services.

Lawmakers agree to full phase in of core state school funding | The Daily Gazette SECTIONS After decades of activism, litigation and political machinations, state lawmakers Tuesday committed to fully fund the state’s core education aid formula over the next three years, a promise that will significantly bolster school budgets in Schenectady, Amsterdam and districts across the region.  Budget language released Tuesday morning included a three-year phase in of so-called foundation aid, a funding formula that aims to distribute state aid based on the needs of individual districts. Statewide the formula is over $4 billion short of full funding, and the state budget lawmakers were finalizing in Albany envisioned boosting the state aid about $1.4 billion a year.

Why School Aid is a Big Deal This Year in the Budget PUBLISHED 1:56 PM ET Apr. 06, 2021 PUBLISHED 1:56 PM EDT Apr. 06, 2021 SHARE Three years ago, Cynthia Nixon launched an unlikely bid for the Democratic gubernatorial nomination in part over a push to boost direct aid for schools in New York s budget.  Nixon did not win. But the idea ultimately did.  State lawmakers are on the verge of approving a budget that increases direct aid to schools by $1.4 billion over the next several years to more than $4 billion once fully phased in. The move will be funded in large part with tax increases on upper income earners and businesses, and expanding the size of the state budget in the process when taking federal aid into consideration, expected to clock in around $200 billion.
