I think that there needs to be something to augment their capacity. I think that there needs to be some kind of coordination unit. Ive heard here today that the World Health Organization has the lead. Maybe, maybe not. I think something with a bit more of an operational edge to it is called for. That may be some kind of a i do not know what that could be, but more is needed.
