In order for that investment in basic research to create new cures, it has to be that investment in private sector r d to develop those scientific discoveries into cures for patients. So talking about that 80 billion is important and its also the benefit of not being quite zerosum game that we have to come up with government funding in order to solve the problem. In order to enhance that investment, that 80 billion which hopefully is obvious if that goes up, all other things being equal will get more cures and more treatments coming out the other and. The executive was by rejecting the notion that the appointment power should reside with the senate. The framers considered that and they rejected it. And the reason they rejected it, as this court noted in its edmund opinion, was to protect the executive against encroachment by the legislature. But the compromise they settled on in moving away from that is that the president will nominate and the senate, if it so chooses, can confirm a nominee. You spoke of the intransigence of the senate. Well, they have an absolute right not to confirm nominees that the president submits. And it seems to me, following up on Justice Kagans point, youre latching on to the recess appointment clause as a way to combat that intransigence rather than to deal with the happenstance that the senate is not in session when a vacancy becomes open. There may be anecdotes that are compelling and where indeed federal regulators abuse their authority. That does not characterize rulemaking. And it doesnt it cant serve as a substitute for protecting, not abusing, the American Public. And its environmental safety. Weve all grown accustomed to repeated efforts here on the floor to gut important environmental safeguards that protect public health. All told, my friends on the other side of the aisle have had Something Like 200 votes to block action to address Climate Change, to halt efforts to reduce air and water pollution, to undermine protections for public lands, coastal areas and the ecology. The bill that will be before us if this rule passes is more of the same. What really should alarm the American Public is the house majoritys effort to suppress and openly reject science. Theyve done it in denying Climate Change, theyve done it in opposing commonsense protections against mercury, led and arsenic, and today they want to throw out

When fdr created the library and gave home to the American People his home was people would visit and learn from the past so they would be able to create a Better Future for themselves. That mission of discovery and learning is something we take serious here. By welcoming visitors from all over we try hard to make that vision. It is our way to show how roosevelts vision for the library as a Research Institution is being fulfilled boy a variety of authors who write books of all kinds. The work is evidence that there can be much learned and great inspiration drawn from the roosevelt area. I thank them all for being with us today. And through cspan we are able to share the roosevelt reading festival with a grand audience across the country.
