First, the ppa process, once you get once a project sponsor gets a ppa letter, they need to evaluate the responses, make modifications to the project, they also need to do a preapplication community meeting, and typically you dont do that until you get the ppa letter, so you know what youre proposing is going to work. That can take some time.
