industry has a new appreciation of the risks associated with deepwater drilling. the commission of plots all of these efforts applauds all of these efforts, but they are not enough. drilling offshore is inherently risky and we will nev reduce the risk to 0, but as a nation we can take concrete steps that will mitigate the chances of another blowout and reduce the consequences should another even such as that occur. the commission believes that these steps are vitally necessary. without such response we will continue to play safety for workers, the apartment and the regi at an acceptable risk. if dramatic steps are not te and i am afraid that at some point another failure will occur and we will wonder why did the congress, why did the industry, why did the american people allow this to occur again. the people of the gulf have suffered so much that they deserve to know that their government and the industry are going to and are committed to the high standards of safety ....
