Added to washington, dc and britain. should we intervene and if so, how? and now from the brookings institution, good to see you from washington. smart people are making arguments on both sides. what is your sense of how this could work? and would a in fly zone be effective? guest: well, the simple way to sum it up, it is hard but doable to carry out a no-fly zone. occasional helicopters could get through the no-fly zone because they can have short flight times and take off from small places but you can destroy those on the ground. and as secretary gets said that is part of a no-fly zone to go after radars so an act of war. do not thing of it an a safe operation but doable. the question is: will it turn the tide of battle? will it be decisive? and if it tails what do we do ....
