the fire broke out shortly at 12:30 a.m. crews were able to knock down the flames and they are mopping up right now. this was a one-alarm fire. the home was under construction so no one was home at the time of the fire. a man was struck on the caltrain tracks in san francisco overnight just before midnight. a northbound train hit a pedestrian at mission bay drive. he is now at a hospital and the extent of his injuries is unknown. about 50 people were on board at the time of the accident. none of them was hurt. more scrutiny coming from caltrans. the governor has ordered an independent review of the agency and it s all happening as caltrans deals with those breaking bolts on the new span of the bay bridge. kpix 5 reporter anne makovec is on treasure island with more on these new developments this morning. anne, good morning. reporter: good morning. you know, we have been talking about these problems for months now. a lot of us are wondering how could this happen? h ....
make the streets safer and the insurance cheaper for the rest of us. reporter: undocumented immigrants who drive without a license say they have no choice. pancho knows quite a few of them. people need to drive, go to work, go to the hospitals and everything. every day in life. reporter: one 1-8 drivers on the road does not have a license, which means as many as 2 million california drivers have never passed a dmv exam, taken a vision test, or learned traffic laws. as a result, they are three times as likely to cause an accident, and are blamed for 1-5 fatal accidents. the incentive is that they don t want to drive in fear that when they take their kids to school or drive to work, they might get their cars taken away and impounded, arrested and taken to county jail because they have no identification. reporter: right now, you need a social security card to get a driver s license. but that could change. instead, undocumented immigrant could show other forms of ....
