GAO: FCC Needs a More Clarified Role in Disaster Response

The Government Accountability Office (GAO) found that while the FCC took actions to support telecommunications restoration following Hurricane Maria, future disaster recovery efforts could be improved by identifying a clearer role for the agency in disaster response.
During Hurricane Maria, the FCC collected network outage information, provided staff assistance to Puerto Rico, created the Hurricane Recovery Task Force to support communications restoration in Puerto Rico and the U.S. Virgin Islands (USVI), and made funds for network restoration available.
“However, GAO found that FCC s disaster response role was unclear in guidance published by the Department of Homeland Security (DHS), even though the guidance states that all levels of government should understand their respective roles,” GAO’s report said. “In particular, DHS did not define specific a ....

Several technology options exist for deploying IoT solutions focused on critical needs. These principally fall into two low-power wide area (LPWA) network classifications: licensed 4G and 5G cellular, and non-cellular LPWA.
The Third Generation Partnership Project (3GPP) has defined cellular LPWA network standards offering various IoT approaches. Countries around Europe find themselves in different stages in the process of deploying public-safety LTE capabilities. Officials from five European countries offered an update on their progress in deploying the capabilities during a webinar hosted by TCCA.
Belgium
In Belgium, the Astrid TETRA network provides voice services to public protection and disaster relief (PPDR), and in 2014, added data communications for its users through the Blue Light Mobile service. However, the Blue Light Mobile service is still a limited data solution as it does not meet mission-critical requirements.
