But in the way that it played out in the area, there is an element of coercive diplomacy. In this latest round, the democrats have been trying to get to the negotiating table since march. That is when the house passed the budget and the Senate Democrats passed their budget. The normal courses to begin negotiations. We were blocked by republicans in the house and senate. Now were finally going to the table. Here is one thing i know. Talks do not guarantee success. You mentioned examples where we were not able to get funding accomplished. If you refuse to talk, you are guaranteed failure.
