有学者以“从大连看我国南北经济均衡发展的难点及对策”发文指出，
同样是从国有经济为主的北方省份而来，针对民营经济的发展，胡玉亭曾提出，首先是政府要转变职能、实行精准服务。
在这方面，具体要做好三件事：一是抓实商事制度改革；二是建立民营经济服务绿色通道，完善“直通车”制度；三是进一步简政放权，把事权下放的选择权交给基层。
并表示，要创新民营企业人才机制。一是健全和完善职业经理人认证、考核职业体系。二是依托各级各类人才市场，积极引导高等院校毕业生到民营企业工作，探索建立“政府给编制，企业给待遇”的人才引进新途径。
在胡玉亭主政晋中期间，晋中干部选拔方式还受到了中联部的关注。
